Investigators to record statement of Rajya Sabha MP as probe widens into controversial 40-acre transaction involving Amadea Enterprises

PUNE: The Economic
Offences Wing (EOW) of the Pune Police has issued a notice to Rajya Sabha MP
Parth Pawar in connection with the alleged Mundhwa land scam, with
investigators preparing to record his statement to establish his role, if any,
in the controversial transaction involving nearly 40 acres of land in Pune.
The latest development marks a significant step in the
ongoing investigation into the land deal involving Amadea Enterprises LLP, a
company associated with Pawar. Investigators are examining the circumstances
surrounding the transaction, the roles of individuals connected with the
company, and possible irregularities in the registration of the land documents.
According to media reports published on October 24,
2026, the EOW has also issued notices to other individuals connected with the
transaction as part of efforts to establish the sequence of events and
determine whether prescribed legal procedures were followed.
The Controversial ₹300-Crore Land Deal
The case centres on approximately 40 acres of land in
Mundhwa, a prominent locality in Pune near Koregaon Park. The property has been
described as government-owned Mahar Watan land and was reportedly leased to the
Botanical Survey of India.
In May 2025, a sale deed was registered in favour of
Amadea Enterprises LLP for approximately ₹300 crore. The transaction attracted
scrutiny amid allegations that the land, reportedly valued at around ₹1,800
crore, was transferred without the necessary government approvals and at a
price substantially below its estimated market value.
The deal also came under investigation over an alleged
stamp duty exemption or shortfall of approximately ₹21 crore. Authorities are
examining the circumstances in which the sale documents were executed and
registered, along with the role of officials involved in the process.
These figures relate to allegations and reported
estimates; the final legal determination of responsibility remains a matter for
the relevant authorities and courts.
Investigators Examining Links Between Key
Individuals
The EOW is seeking to establish the nature of the
connections between Parth Pawar and other individuals associated with the
transaction, including business partner Digvijay Patil and Sheetal Tejwani, who
reportedly acted as power-of-attorney holder for 272 landholders.
Investigators are examining whether the parties
involved complied with applicable land-transfer rules, whether the required
approvals were obtained, and whether any financial or procedural irregularities
occurred.
The investigation also concerns the actions of
government officials involved in processing the transaction. Suspended
tehsildar Suryakant Yewale and suspended sub-registrar Ravindra Balkrishna Taru
have faced scrutiny over their alleged roles in the matter.
The purpose of recording statements is to gather
evidence, clarify the sequence of events and determine the individual roles of
those connected with the deal. The issuance of a notice does not, by itself,
establish criminal wrongdoing.
Bombay High Court Raises Questions Over
the Investigation
The investigation has come under increased scrutiny
following observations by the Bombay High Court regarding the handling of the
case and the question of why Parth Pawar had not been named as an accused.
The court questioned the investigation's approach in
light of reports that Pawar held a 99% stake in Amadea Enterprises LLP, while
his business partner Digvijay Patil held the remaining 1%.
Following the court's observations, Maharashtra
Director General of Police Sadanand Date called for a more detailed and
professional investigation and directed the Pune Police Commissioner to review
the progress of the probe.
The police have previously filed chargesheets against
individuals connected with the transaction. However, the investigation has
continued to examine other aspects of the case and the possible involvement of
additional persons.
Civil Court Declares Sale Deed Void
Adding another major development to the controversy, a
Pune civil court declared the disputed sale deed in favour of Amadea
Enterprises LLP void in July 2026. The court's decision followed proceedings
concerning the transaction and the reported absence of payment and transfer of
possession.
The ruling directed the relevant registration
authority to cancel the registration entries and update the associated land
records. The civil court's decision has added another dimension to the dispute,
which involves both the legal validity of the transaction and the question of
potential criminal liability.
The civil proceedings and the criminal investigation
address related but distinct legal issues. The cancellation of the sale deed
does not, by itself, establish the criminal responsibility of any particular
individual.
What Happens Next?
The EOW's move to seek Parth Pawar's statement is
expected to form part of the wider effort to clarify the circumstances
surrounding the land transaction. Investigators will need to assess the
available documentary, financial and other evidence before determining whether
further legal action is warranted.
The case has attracted considerable attention because
of the property's reported value, questions over government land transfers, the
alleged stamp duty implications and the involvement of a company linked to a
sitting Member of Parliament.
The outcome of the investigation could have
implications for the individuals concerned and may also draw attention to
procedures governing the transfer of government-owned land, the registration of
property transactions and the grant of stamp duty concessions.
For now, the key questions remain whether all
mandatory approvals were obtained, how the transaction was processed, and
whether the evidence establishes wrongdoing by any of the people connected with
the deal.
