Puducherry:
The Union Territory
of Puducherry is continuing its efforts to provide housing security to homeless
and economically disadvantaged families through its free house-site
distribution programme.
The
initiative, implemented by the Adi Dravidar Welfare and Scheduled Tribes
Welfare Department, aims to provide land to eligible homeless families from
Scheduled Caste and other economically backward communities so that they can
construct their own houses. The scheme has been in operation since 1981.
Under the
scheme, free house sites are provided in an 80:20 ratio between Scheduled Caste
and other economically backward beneficiaries. Applicants generally need to be
Indian citizens and native or permanent residents of Puducherry, while the
scheme also specifies an annual family-income ceiling and requires that the
applicant's family does not already own a house or house site.
The
government has also taken steps in 2026 to acquire land specifically for
providing house sites to poor, landless SC/ST/OEBC families. Official records
show land-acquisition proceedings in areas including Irulansanthai and Ariyur,
indicating continued implementation of the programme.
The scheme
is aimed not only at addressing homelessness but also at helping economically
weaker families obtain land ownership and build permanent homes. The government
requires beneficiaries to have a bona fide intention to construct a house
within two years of receiving the site.
Puducherry
also operates a Shelter for Urban Homeless programme, under which permanent,
all-weather shelters are planned for the urban homeless, along with essential
facilities such as water, sanitation, electricity and cooking areas.
The
continued allocation and acquisition of land for such programmes highlights the
role of public housing initiatives in improving access to land and shelter for
vulnerable sections of society.
