Mumbai: Maharashtra’s move to introduce
micro-zoning for property valuation is set to expand beyond Mumbai, with Thane
and Navi Mumbai among the urban areas expected to come under the new system.
The
initiative aims to replace broad property valuation zones with smaller, more
location-specific zones. Under the proposed framework, factors such as
infrastructure, road connectivity, amenities, development patterns and local
market conditions will be considered while determining Ready Reckoner (RR)
rates.
The Mumbai
pilot has been completed, and the state plans to use the experience to extend
the system to other major urban centres. The government has also indicated that
GIS-based mapping and more detailed property-level data will form an important
part of the exercise.
At present,
properties with significantly different characteristics—such as luxury
high-rises, chawls and slum or rehabilitation structures—can fall under the
same broad valuation zone. Micro-zoning is intended to address such differences
and make government valuations more closely aligned with local conditions.
For Thane
and Navi Mumbai, the proposed changes could make property valuation more
area-specific and bring greater clarity to stamp duty and registration
calculations. The rollout is part of Maharashtra’s wider effort to modernise
its property registration and valuation framework.
