Bhopal: Madhya Pradesh has introduced GARUD,
a GIS-enabled digital platform aimed at strengthening the monitoring of
unauthorised construction, building-plan violations and land-use changes across
the state's urban areas.
Developed by
the state's Urban Development and Housing Department, GARUD brings together
municipal and geospatial information from all 413 urban local bodies. The
platform is designed to help authorities compare approved building plans with
actual construction and identify deviations such as additional floors,
increased built-up areas and changes in land use.
One of the
key features of GARUD is its citizen-reporting mechanism. Residents can
discreetly flag suspected violations, including buildings where additional
floors have been constructed, approved building plans have allegedly been
altered or land use has been changed without the required permission.
The system
is intended to increase public participation in urban planning and enforcement
while giving civic authorities another source of information for identifying
potentially unauthorised developments.
GARUD
integrates GIS maps and property-survey information with data from the
Automated Building Plan Approval System (ABPAS). This allows officials to
examine approved plans alongside information about properties and their
physical development.
The platform
also connects with systems including e-Nagarpalika, SAMPADA, SAMAGRA, power
distribution companies and solid-waste management databases. According to the
state urban administration department, these integrations are intended to
create a more comprehensive digital picture of urban areas.
Unauthorised
additional floors and deviations from sanctioned building plans are among the
issues that GARUD is designed to help identify.
The need for
stronger monitoring has also been highlighted in a recent Comptroller and
Auditor General (CAG) report on town and country planning in Madhya Pradesh,
which identified cases where buildings had exceeded the height permitted under
approved development permissions.
By combining
spatial data with building-approval information, GARUD could help authorities
identify such deviations more systematically and prioritise inspections.
The Madhya
Pradesh government's GIS platform is part of a wider move towards
technology-based urban management. The state's Urban Administration and
Development Directorate says its GIS ecosystem is being used or planned for
applications covering building approvals, municipal services, infrastructure
and other urban-development functions.
The platform
is expected to support municipal authorities in decision-making, infrastructure
management, revenue administration and delivery of civic services.
For the real
estate sector, stronger digital monitoring could increase the importance of
obtaining proper building approvals and complying with sanctioned plans.
Developers,
property owners and buyers may face greater scrutiny where construction differs
from approved plans or where a property's actual use does not match its
permitted land use. For homebuyers, the availability of digitally integrated
planning and property information could also support better due diligence,
although buyers should continue to verify approvals and title documents through
the competent authorities.
The
effectiveness of GARUD will ultimately depend on the quality and updating of
GIS and municipal data, the response to citizen complaints and the enforcement
action taken after suspected violations are identified.
With
coverage extending across Madhya Pradesh's 413 urban local bodies, GARUD
represents a significant expansion of GIS-based monitoring in the state's urban
administration.
The
combination of citizen reporting, GIS mapping, building-plan data and municipal
databases could help authorities detect unauthorised development earlier and
improve enforcement of planning regulations.
For rapidly
growing cities in Madhya Pradesh, the platform could become an important tool
for balancing urban expansion with planned development and regulatory
compliance.
