KOLKATA: The Kolkata and Howrah municipal
corporations are preparing property tax relief initiatives aimed at helping
residents clear their outstanding dues ahead of the upcoming civic elections.
The proposed measures are expected to offer concessions on accumulated interest
and penalties, while encouraging property owners to settle long-pending tax
arrears.
The move
comes as West Bengal prepares for municipal elections in Kolkata, Howrah and
other urban local bodies, with the electoral process expected to conclude by
December 7, 2026.
The West
Bengal state cabinet has approved a property tax relief proposal for Howrah
Municipal Corporation (HMC), which includes a 100% waiver on accumulated
interest and penalties on outstanding property tax dues.
The proposal
also provides for a 10% concession on the principal tax amount, subject to the
scheme's conditions. Property owners are expected to qualify for the benefits
by paying their outstanding dues in a single instalment.
The
initiative is intended to encourage taxpayers to clear arrears that have
accumulated over several years, while helping the civic body improve its
property tax collections.
The Kolkata
Municipal Corporation (KMC) is also expected to introduce a property tax waiver
initiative for residents with pending dues.
Under the
provisions of the Kolkata Municipal Corporation Act, 1980, the civic body has
the authority to waive interest and penalties on outstanding property tax.
However, officials have indicated that the proposed relief in Kolkata is
unlikely to include a waiver on the principal tax amount.
The last
special property tax waiver scheme offered by KMC was in 2020, following the
economic disruption caused by the Covid-19 pandemic. The proposed initiative
could provide another opportunity for property owners to settle their
outstanding liabilities at a reduced cost.
Property tax
waiver schemes can benefit both taxpayers and municipal administrations.
Residents who have accumulated substantial interest and penalties may be able
to settle their dues at a lower overall cost, while civic bodies can recover at
least a portion of long-pending revenue.
For many
property owners, accumulated penalties can significantly increase the total
amount payable over time. A structured waiver programme could make it easier
for them to regularise their tax accounts and avoid further recovery action.
The schemes
are also expected to improve compliance and strengthen the revenue position of
the two municipal corporations, which depend on property tax collections to
finance civic services and infrastructure.
The proposed
tax relief measures come ahead of the Kolkata and Howrah municipal elections,
scheduled as part of a wider round of civic polls in West Bengal.
While the
timing has drawn public attention, officials have described the Howrah
initiative as an effort to recover long-pending dues and provide relief to
residents. The measures will be governed by the final scheme conditions and
applicable municipal rules.
Residents
with outstanding property tax dues should monitor official announcements from
the respective municipal corporations for details regarding the commencement of
the schemes, payment deadlines, eligibility criteria and procedures for
claiming concessions.
Property
owners should also verify their outstanding balances and confirm whether the
relief applies to their specific assessment and payment category before making
a payment.
The proposed
initiatives could offer meaningful financial relief to thousands of property
taxpayers in Kolkata and Howrah, while helping the civic bodies recover overdue
revenue. The final benefits will depend on the detailed terms and
