MUMBAI : Maharashtra is set to introduce a landmark Land Titling
Act by December 2026, aiming to provide definitive ownership records and reduce
long-running property disputes across the state. Revenue Minister
Chandrashekhar Bawankule announced the proposed legislation as part of the
government’s broader efforts to modernise land administration.
Under the proposed system, property owners would receive
comprehensive digital property cards containing details such as ownership,
location, measurements and valuation. The cards are also expected to carry QR
codes, allowing property-related information to be accessed digitally.
The government is also planning Vertical Property Cards for
apartment owners, recording their individual share of the underlying land along
with details of their flats. Faster land measurement services are another key
part of the reform, with the state aiming to make measurements available within
15 days of an application.
The proposed law could have a significant impact on
Maharashtra’s real estate sector by making ownership verification more
transparent and reducing uncertainty in property transactions. It is also
expected to help curb fraudulent registrations and minimise disputes arising
from unclear boundaries and ownership claims.
If implemented as planned, Maharashtra could become the
first Indian state to introduce a comprehensive land-titling law, marking a
major step towards a more transparent and digitally driven property market.
